PPMEFFECTV
----------

ppmeffectv is a shameless fork of the excellent effectv application from:

	http://effectv.sourceforge.net/index.html

The fork turns the application into a ppm filter (currently, only P6 PPMs
are supported) and this can be used to apply effects to a section of video.
