4.0.0:   Structural overhaul of libjstr.  This initiates a major
         API revision, therefore the major number had to increase.
         The API may change over the next few patchlevels so it
         is not recommended to port many apps over to 4.x yet.
            *  Revamped all of jstr, and updated other libraries
               using jstr calls.
            *  Added strreplace() functions.
            *  Added test suite for jstr.
            *  Revamped some of jstra (particularly parts tied
               to jstr).  Added strreplacea() and sprintfa(),
               also strreplacea_list().
            *  Added strinserta() and strdeletea() functions
               to jstra.
